ABU DHABI, November 25, 2025 (Saudi Arabia Breaking News) – U.S. Army Secretary Dan Driscoll held talks with Russian officials in Abu Dhabi on Monday, a U.S. official told Reuters, marking the latest effort by President Donald Trump’s administration to broker a peace agreement between Russia and Ukraine.


The meeting follows recent discussions between U.S. and Ukrainian officials aimed at narrowing differences over a U.S. proposal to end the war, after Kyiv and several European capitals said the initial plan resembled a “Kremlin wish list.”


The U.S. official, speaking on condition of anonymity, said Driscoll’s talks in Abu Dhabi would continue into Tuesday. It remained unclear who was included in the Russian delegation. The official added that Driscoll is also expected to meet Ukrainian officials during his visit.


Trump’s hastily arranged Alaska summit with Russian President Vladimir Putin in August raised concerns that Washington might concede to Russian demands. Instead, the meeting resulted in increased U.S. pressure on Moscow.


The latest U.S. peace proposal, a 28-point plan, surprised officials across Washington, Kyiv and Europe, prompting renewed concerns that the Trump administration might push Ukraine toward accepting terms viewed as heavily favorable to Russia.


The proposal would require Kyiv to cede additional territory, accept restrictions on its military, and permanently forgo joining NATO — conditions Ukraine has consistently rejected as equivalent to surrender. The plan also does not address broader European concerns about future Russian aggression.


The intensified U.S. pressure comes at a difficult moment for Ukrainian President Volodymyr Zelenskiy, who faces domestic challenges following a corruption scandal that led to the dismissal of two ministers, alongside renewed Russian gains on the battlefield.
