Saudi Aviation Authority Issues Over 600 Violations With Fines Exceeding SAR13.8 Million

Riyadh, Jan 9 (Saudi Arabia Breaking News) – Saudi Arabia’s General Authority of Civil Aviation (GACA) reported 609 violations of the Civil Aviation Law in 2025, resulting in more than SAR13.8 million in fines issued to airlines, licensed companies and individuals, according to its annual report.


GACA said 404 violations were recorded against air carriers for failing to comply with instructions issued by the authority. These violations resulted in fines exceeding SAR6.7 million. Another seven violations of executive regulations and instructions carried fines totaling SAR525,000.


The committee responsible for reviewing violations also issued 136 penalties against air carriers for non-compliance with the Passenger Rights Protection Regulations, amounting to more than SAR5 million in fines. Sixteen violations were recorded against licensed companies for breaches of executive regulations, instructions and controls, carrying penalties of more than SAR1.1 million.


Three violations were issued to companies operating unmanned aerial vehicles without GACA authorization, totaling SAR30,000.


The report further noted 43 violations against individuals. These included four cases of operating drones without authorization, totaling SAR9,500 in fines, and 37 violations related to passenger misconduct on board aircraft, resulting in SAR26,900 in fines. One individual was fined SAR300,000 for breaching the Executive Regulation for Aviation Safety, while another was fined SAR10,000 for submitting false information during an aviation license renewal.


GACA said the enforcement measures reflect its commitment to regulatory oversight, enhancing transparency in the aviation sector and supporting efforts to improve passenger experience and air transport quality in the Kingdom.
