Saudi Arabia’s PIF, SITE and Microsoft sign MoU to explore sovereign-cloud services

RIYADH, November 21, 2025 (Saudi Arabia Breaking News) – The Public Investment Fund (PIF), the Saudi Information Technology Company (SITE), and Microsoft announced the signing of a memorandum of understanding (MoU) to explore the delivery of Microsoft’s sovereign-cloud services in Saudi Arabia, aiming to enhance data security, confidentiality, and sovereignty within the Kingdom while enabling access to advanced cloud and AI technologies.
Microsoft brings long-standing experience in providing sovereign-cloud capabilities that allow governments and highly regulated sectors to adopt cloud services while maintaining national controls over data in accordance with regional laws.
Under the MoU, Microsoft will work with PIF and SITE to assess how its sovereign-cloud model can support Saudi Arabia’s priorities related to security, compliance, and data residency, while enabling the adoption of cutting-edge cloud and AI solutions. The MoU also seeks to expand cooperation in areas including joint research, development, innovation, and knowledge transfer.
PIF’s strategy for the information and communication technology sector aims to position Saudi Arabia as a globally competitive digital hub by advancing innovation and building sector capacity to support economic development and diversification.
The non-binding MoU remains subject to meeting necessary requirements and regulatory approvals.
