Saudi Arabia ranks second in World Bank GovTech index, tops ESCWA GEMS for third straight time

January 2, 2026 (Saudi Arabia Breaking News) – Saudi Arabia ranked second globally in the World Bank Group’s GovTech Maturity Index (GTMI) 2025 and placed first, for the third consecutive time, in the 2024 Government Electronic and Mobile Services (GEMS) Maturity Index issued by the United Nations Economic and Social Commission for Western Asia (ESCWA), according to a statement on the Kingdom’s digital government performance.
Digital government services continued advancing in 2025 toward global leadership and closer delivery to beneficiaries, supported by advanced digital infrastructure, it said.
Saudi Arabia recorded a GTMI score of 99.64% and achieved a 96% maturity rate in the overall assessment of ESCWA’s GEMS Maturity Index 2024, the statement added.
The results were described as an outcome of Saudi Vision 2030 programmes that shifted government from a traditional service model into a smart, flexible and integrated platform built on planning, execution and impact measurement.
The statement said the Saudi experience has drawn international praise, most recently from UN Secretary-General António Guterres during his visit to the Innovation Hub at the Digital Government Authority, where he praised the Kingdom’s progress in digital government.
