Kuwait to sign $3.97 bln contract with China firm to complete Mubarak Al-Kabeer Port

KUWAIT CITY, December 19, 2025 (SABN) – Kuwait will sign an agreement next week with China Communications Construction Company (CCCC) for work on the Mubarak Al-Kabeer Port project, Public Works Minister Noura Al-Mashaan said on Thursday, adding that the prime minister will attend the ceremony with the Chinese side.
The contract, cleared on Dec. 1 by Kuwait’s Central Agency for Public Tenders, covers an engineering, procurement and construction package for the port’s first phase, according to a notice published in the official gazette.
A government document seen by Reuters put the value at 1.219 billion Kuwaiti dinars ($3.97 billion).
The Mubarak Al-Kabeer Port is being built on Bubiyan Island in northern Kuwait. Kuwaiti officials describe it as a strategic development intended to establish a secure regional corridor and a commercial hub, while China has sought to associate the project with its Belt and Road Initiative.
Kuwait says the port supports its diversification plans and is expected to contribute to GDP and strengthen the country’s regional commercial and financial role.
The port project sits alongside other large undertakings Kuwait is pursuing with Chinese support, including power and water facilities, renewable energy, waste-recycling projects and new residential cities. Kuwait and China signed several memorandums of understanding in 2023 during a Beijing visit by Sheikh Meshal Al-Ahmad Al-Sabah, then crown prince, who became emir in December 2023.
Kuwait has said around 50% of the first phase has been completed, without providing details on the remaining work.
