Kremlin Signals Concerns Over Possible Revised U.S. Peace Proposals on Ukraine

Paris, December 12, 2025 (Saudi Arabia Breaking News) – The Kremlin said on Friday it has not yet reviewed revised U.S. peace proposals following recent talks between the United States and Ukraine, but indicated that Moscow may not view some elements favorably.
Kremlin foreign policy aide Yuri Ushakov told reporters that Russia had not seen updated American draft proposals emerging from the latest discussions with Kyiv.
“We haven’t seen the revised versions of the American drafts. When we see them, we may not like a lot of things,” Ushakov said.
Ukrainian President Volodymyr Zelenskiy said earlier this week that Ukraine had reached agreement on key elements of a post-war reconstruction framework during talks with Jared Kushner, son-in-law of U.S. President Donald Trump, and other senior U.S. officials. Zelenskiy said work was continuing on what he described as an “economic document” and that Kyiv was fully aligned with Washington.
The United States has sought to establish an investment fund focused on sectors including rare metals as part of Ukraine’s post-war recovery. Moscow has also expressed interest in attracting foreign investment after the Wall Street Journal reported that a U.S. peace plan could include proposals related to investment in Russian rare earth minerals and energy.
Ushakov added that European and Ukrainian officials were expected to hold further discussions over the weekend, and said Moscow would assess developments once outcomes become clearer.
Russian Foreign Minister Sergei Lavrov said on Thursday that there were no remaining misunderstandings with Washington regarding Ukraine, but stressed that any peace arrangement should include collective security guarantees for all parties involved.
