RIYADH, November 11, 2025 (Saudi Arabia Breaking News) – His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, chaired the Cabinet session held in Riyadh today.


HRH the Crown Prince briefed the Cabinet on the outcomes of his meeting with King of Malaysia Sultan Ibrahim, highlighting discussions focused on strengthening bilateral relations and expanding cooperation across various sectors.

The Cabinet reviewed the latest regional and international developments and reaffirmed the Kingdom’s steadfast support for initiatives aimed at achieving security and stability in the region and worldwide.


In a statement to the Saudi Press Agency (SPA), Minister of State, Cabinet Member for Shura Council Affairs, and Acting Minister of Media Issam bin Saad bin Saeed said the Cabinet discussed the Kingdom’s continued commitment to serving Hajj, Umrah, and visitation affairs through integrated government efforts. He noted the Custodian of the Two Holy Mosques’ address during the fifth edition of the Hajj Conference and Exhibition, which reaffirmed the Kingdom’s dedication to improving services for pilgrims and Umrah performers.


The Cabinet praised the King Abdulaziz Foundation for Research and Archives (Darah) for organizing the inaugural History of Hajj and the Two Holy Mosques forum, underscoring the Kingdom’s historic leadership in serving the holy sites since the era of its Founder, King Abdulaziz Al Saud.


Ministers also commended the Kingdom’s achievement in leading the Eastern Mediterranean and North Africa region with 16 cities certified as “healthy” by the World Health Organization, reflecting its commitment to human well-being, preventive health principles, and the goals of the Quality of Life Program and the Health Sector Transformation Program under Vision 2030.


The Cabinet highlighted the success of the sixth Islamic Solidarity Games, hosted by the Kingdom with over 3,000 athletes from 57 countries, as a symbol of unity through sport and a means to strengthen values of peace, friendship, and fair competition.


Additionally, the Cabinet lauded the signing of agreements and initiatives exceeding SAR38 billion during the Biban Forum 2025 in Riyadh, aimed at empowering entrepreneurs and supporting the growth of small and medium-sized enterprises (SMEs).


The Cabinet also noted the World Bank’s report recognizing Saudi Arabia’s progress in educational quality, particularly in evaluation and measurement, reaffirming education as a cornerstone for human capability development and sustainable growth.


The Cabinet reviewed and approved several decisions, including:


  1. Authorizing the Minister of Culture to sign an agreement with the International Alliance for the Protection of Heritage in Conflict Areas (ALIPH) to establish a regional office in Riyadh.

  2. Authorizing the Minister of Culture to sign a memorandum of understanding (MoU) with the Nigerian Ministry of Art, Culture, Tourism and the Creative Economy.

  3. Authorizing the Minister of Education to sign an MoU with the Bahraini Ministry of Education for scientific and educational cooperation.

  4. Approving an MoU between Saudi Arabia and the Syrian Arab Republic for cooperation in the field of energy.

  5. Approving the charter for establishing the Global Water Organization.

  6. Approving an agreement between the Government of Saudi Arabia, the Olympic Council of Asia, and the Saudi Olympic and Paralympic Committee.

  7. Approving an MoU for judicial cooperation between the Saudi Ministry of Justice and the U.S. Department of Justice.

  8. Approving an MoU for economic cooperation between the Saudi Ministry of Economy and Planning and the Spanish Ministry of Economy, Commerce, and Business.

  9. Approving an MoU between the Saudi National Institute of Health and the U.S. National Institute of Allergy and Infectious Diseases under the U.S. Department of Health and Human Services.
