Saudi Transport Authority Enforces New Law Prohibiting Unlicensed Passenger Transport

Riyadh, September 15, 2025 (Saudi Arabia Breaking News) – The Transport General Authority (TGA) confirmed on Monday that the new Law on Road Transport strictly prohibits engaging in passenger transport without a valid license, including the practice commonly known as hailing.
The law bans unauthorized activities such as calling out to passengers, soliciting, intercepting, or roaming with the intent of inviting them.
According to the TGA, penalties for preparatory activities include fines of up to SAR11,000 and vehicle impoundment for up to 25 days. Those caught practicing unlicensed transport face penalties of up to SAR20,000 and impoundment for up to 60 days, with the possibility of vehicles being sold at public auction. Non-Saudi violators may also face deportation.
The authority said the measures aim to curb illegal practices, protect passenger rights, ensure service quality, and safeguard the interests of licensed operators. It added that awareness campaigns, workshops, and the publication of guidance manuals are being conducted to promote compliance with the law.
