Saudi Energy Companies Sign Agreements with Syrian Petroleum Company to Support Development of Oil and Gas Fields

Riyadh, December 10, 2025 (Saudi Arabia Breaking News) – Four Saudi companies — TAQA, ADES Holding, Arabian Drilling, and the Arabian Geophysical and Surveying Company (ARGAS) — signed agreements on Wednesday with the Syrian Petroleum Company covering services, technical support, and the development of oil and gas fields in the Syrian Arab Republic. The agreements were concluded under the supervision of the Ministry of Energy.


According to the Ministry, the agreements build on ongoing cooperation between Saudi Arabia and Syria in the energy sector and follow the memoranda of understanding signed on August 28, 2025, as well as subsequent technical workshops and field visits to gas fields and related facilities.


The agreements signed include:


1. ADES Holding Agreement


An agreement setting out the basic principles for the development, operation, and production of gas fields within a designated contract area. It outlines the terms that will form the basis of a final technical services contract aimed at increasing production across five fields — Abu Rabah, Qamqam, North Al-Faydh, Al-Tiyas, and Zumlat al-Mahar — in addition to any future areas jointly identified.


2. TAQA Master Service Agreement


A master service agreement for providing integrated solutions and services related to the construction and maintenance of oil and gas fields and wells in Syria. The objective is to improve operational efficiency and increase output using advanced technologies and equipment.


3. ARGAS Master Service Agreement


A master service agreement to deliver 2D and 3D seismic surveying and related technical services to support exploration and drilling operations. The agreement establishes a long-term cooperation framework to advance petroleum exploration and development in Syria, with a focus on rapid response and operational flexibility.


4. Arabian Drilling Agreement


An agreement for drilling and workover services for oil and gas wells, including the leasing and operation of onshore drilling and workover rigs. Arabian Drilling will supply rigs, execute drilling and workover operations, provide operational support, and deliver workforce training and development.
