Riyadh, October 28 (Saudi Arabia Breaking News) – The Saudi Council of Ministers, chaired by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, held its weekly session in Riyadh on Monday.


At the start of the meeting, the Cabinet extended its appreciation to world leaders and heads of government participating in the ninth Future Investment Initiative (FII9) in Riyadh, expressing hope that the event will contribute to turning global visions into actionable strategies that strengthen international cooperation for development and prosperity.


The Cabinet reviewed discussions held between Saudi Arabia and several countries aimed at expanding bilateral cooperation in various fields to advance mutual interests and enhance coordination on global issues and challenges.

Ministers highlighted the signing of the Saudi–Pakistani Economic Cooperation Framework, describing it as a continuation of the two countries’ efforts to strengthen economic, trade, and investment ties and build a sustainable partnership aligned with their shared development goals.


Minister of Media Salman bin Yousef Al-Dosari said in a statement to the Saudi Press Agency (SPA) that the Cabinet reviewed regional and international developments and reiterated the Kingdom’s strong condemnation of the Israeli Knesset’s approval of two draft laws seeking to impose sovereignty over the West Bank and illegal settlements. The Cabinet reaffirmed Saudi Arabia’s firm support for the legitimate right of the Palestinian people to establish an independent state along the 1967 borders, with East Jerusalem as its capital.


The meeting also welcomed the ceasefire agreement between Thailand and Cambodia, viewing it as a step toward a lasting peace that serves the aspirations of both nations.


On global partnerships, the Cabinet noted the Kingdom’s selection to host the UNCTAD World Supply Chain Forum in 2026, reaffirming its role in supporting international trade and enhancing logistical connectivity among nations.

Ministers also praised the success of the Global Health Exhibition 2025 held in Riyadh, where investment and initiative announcements totaled SAR 124 billion ($33 billion), reinforcing the Kingdom’s leadership in healthcare innovation and technology localization.


Domestically, the Cabinet reviewed recent economic indicators, noting continued growth in non-oil exports as the Saudi economy advances its diversification objectives. It also highlighted the launch of new renewable energy projects with a total capacity of 4,500 megawatts and investments exceeding SAR 9 billion ($2.4 billion), a key step toward achieving the Kingdom’s 2030 electricity mix targets.


The Cabinet approved a number of decisions, including:

  • Authorizing the Chairman of the Nuclear and Radiological Regulatory Commission to sign a memorandum of understanding with Jordan on nuclear safety and radiation protection.

  • Approving Saudi Arabia’s full membership in the International Federation of Red Cross and Red Crescent Societies Donor Advisory Group.

  • Authorizing the Minister of Environment, Water, and Agriculture to sign an MoU with India on cooperation in the date and palm sector.

  • Authorizing the Minister of Commerce, as Chairman of the Small and Medium Enterprises General Authority, to sign MoUs with counterparts in India, South Africa, France, Singapore, Sweden, and Thailand on SME and entrepreneurship cooperation.

  • Approving an MoU between the Saudi Human Rights Commission and the UN High Commissioner for Refugees (UNHCR) for technical collaboration.

  • Authorizing the Minister of Communications and Information Technology, as Chairman of the Saudi Space Agency, to sign an MoU with Turkey on peaceful space cooperation.

  • Approving amendments to certain articles of the Foreign Pilgrims Service Providers Regulation.

  • Endorsing final accounts for King Khalid University, the National Center for Plant Pest and Animal Disease Control, and the National Program for IT Sector Development for previous fiscal years.

  • Promoting Mohammed bin Ahmed bin Abdullah Al-Mousa to the position of Legal Research Adviser, Grade 14, at the Ministry of Interior.


The Cabinet also reviewed annual reports from several entities, including the Ministry of Media, Monsha’at (Small and Medium Enterprises Authority), the Special Residency Center, the National Center for Meteorology, the National Center for Waste Management, and the Rural Development Program, taking appropriate decisions on each.
