Saudi Cabinet Reviews Outcomes of Crown Prince’s Visit to Washington and Approves Multiple International Agreements

RIYADH, November 26, 2025 (Saudi Arabia Breaking News) – His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, presided over the Cabinet session held on Tuesday in Riyadh, where ministers reviewed the outcomes of his recent official visit to the United States and approved a series of international cooperation agreements.
At the outset of the meeting, HRH the Crown Prince briefed the Cabinet on the results of his discussions with U.S. President Donald Trump, emphasizing the historic friendship spanning more than nine decades and the strategic partnership between the two nations. Talks covered ways to strengthen bilateral cooperation to serve mutual interests and included reviews of regional and international developments. HRH the Crown Prince also highlighted his meetings with the speaker of the U.S. House of Representatives and several leaders from both the Senate and the House.
The Cabinet welcomed the Saudi-U.S. summit, which reaffirmed the commitment of both countries to deepening cooperation across various fields. Ministers noted the signing of the U.S.-Saudi Strategic Defense Agreement by HRH the Crown Prince and President Trump, as well as additional agreements reached during the visit.
Agreements signed included the Strategic Artificial Intelligence Partnership; the Joint Declaration on the Completion of Negotiations on Civil Nuclear Energy Cooperation; the Strategic Framework for Cooperation on Securing Uranium, Metals, Permanent Magnets, and Critical Minerals Supply Chains; and the strategic framework for facilitating procedures to accelerate Saudi investments and financial and economic partnership arrangements. Additional memorandums of understanding and declarations were signed at the Saudi-U.S. Investment Forum, totaling around $270 billion.
The Cabinet stated that these agreements reflect the Kingdom’s confidence in the strength of the U.S. economy and Saudi Arabia’s determination to leverage opportunities in the American market. The outcomes will support the Kingdom’s domestic economic development, enhance returns, create opportunities for small and medium enterprises, and promote cooperation in energy, technology, education, military, and security sectors. The agreements will also contribute to job creation, technology localization, knowledge transfer, and GDP growth.
In a statement to SPA following the session, Minister of State, Cabinet Member for Shura Council Affairs, and Acting Minister of Media Essam bin Saeed said the Cabinet praised the summit discussions and noted HRH the Crown Prince’s appreciation for U.S. efforts to help halt the war in Gaza. HRH the Crown Prince reiterated the importance of ensuring a credible path toward a two-state solution that guarantees the legitimate rights of the Palestinian people.
The Cabinet also commended President Trump’s response to HRH the Crown Prince’s call for action to end the conflict in Sudan, safeguard its unity and stability, and alleviate humanitarian suffering.
Ministers reviewed the outcomes of the G20 Leaders’ Summit in South Africa, where the Kingdom reaffirmed its support for reforming the World Trade Organization and strengthening a transparent multilateral trading system that enables all countries to participate effectively in the global economy.
The Cabinet discussed recent global events hosted by the Kingdom, noting the successful convening of Cityscape Global 2025 and the launch of SAR237 billion in real estate deals. The Acting Minister of Media said the Cabinet looks forward to the 21st Global Manufacturing and Industrialisation Summit (GMIS) to be held in Riyadh with the participation of 173 countries. Ministers also noted the Kingdom’s election to chair the General Conference of the United Nations Industrial Development Organization (UNIDO) for a two-year term.
The Cabinet praised the proceedings of the Financial Stability Board’s General Meeting and Emerging Markets Forum, as well as the Innovation Summit for the Middle East and Africa, all held in Riyadh. Ministers also noted the election of the Governor of the Saudi Central Bank to the Board of Directors of the Bank for International Settlements.
Reaffirming the Kingdom’s commitment to justice and the protection of rights, the Cabinet welcomed the outcomes of the Second International Judicial Conference, held under the patronage of HRH the Crown Prince and attended by representatives from more than 40 countries.
Ministers also commended the recommendations issued by the 6th Conference of the Arab Network for Quality Assurance in Higher Education, hosted by the Kingdom, with more than 30 countries participating. The conference praised Saudi Arabia’s model of quality education developed by the Education and Training Evaluation Commission.
The Cabinet then reviewed items on its agenda, including matters studied in coordination with the Shura Council, and approved the following decisions:
First: Authorizing the minister of energy, or a deputy, to discuss and sign a draft memorandum of understanding with the United Arab Emirates on electric interconnection, electricity exchange and sale, and railway interconnection.
Second: Approving a draft joint declaration with the Italian Republic on establishing the Strategic Partnership Council.
Third: Authorizing the minister of environment, water and agriculture, or a deputy, to discuss and sign a draft memorandum of understanding with South Africa on environmental protection.
Fourth: Approving a memorandum of understanding between the Saudi Ministry of Human Resources and Social Development and the General Personnel Council of the State of Palestine on developing and training human capital.
Fifth: Approving a memorandum of understanding between the Zakat, Tax and Customs Authority and the Customs and Excise Department of Hong Kong on mutual recognition of the Authorized Economic Operator program.
Sixth: Approving an air transport services agreement with Montenegro.
Seventh: Approving a memorandum of understanding between the General Authority for Statistics and Statistics Finland.
Eighth: Approving a memorandum of cooperation on intellectual property with the National Center for Patents and Information of Tajikistan.
Ninth: Approving a memorandum of understanding between the General Department of Financial Intelligence and the Kuwait Financial Intelligence Unit on cooperation in financial information exchange related to money laundering, predicate offences, and terrorism financing.
Tenth: Approving a memorandum of understanding between the General Court of Audit and the Turkish Court of Accounts on cooperation in accounting, auditing, and professional work.
Eleventh: Approving a memorandum of cooperation between the Public Prosecution and the Office of the Prosecutor General of the Kyrgyz Republic.
Twelfth: Approving a memorandum of understanding for cooperation in curriculum development between the National Curriculum Center and the Ministry of Education and Higher Education in the State of Palestine.
