Saudi Arabia, Seven Countries Call on Israel to Fulfill Gaza Plan Commitments
NEW YORK, September 22, 2026 (Saudi Arabia Breaking News) — Saudi Arabia and seven other countries have called on Israel to immediately fulfill its outstanding commitments under the first phase of the Comprehensive Plan for Gaza, including allowing humanitarian aid and early recovery supplies to enter the territory safely and without obstruction.
The foreign ministers of Saudi Arabia, Egypt, Qatar, Jordan, the United Arab Emirates, Indonesia, Pakistan and Türkiye issued the joint statement after meeting in New York on Monday during the 81st session of the United Nations General Assembly.
The ministers expressed concern about continued humanitarian suffering in Gaza and called for the rehabilitation of critical infrastructure. They also said the ceasefire must be preserved and all violations must end.
The statement described the Road Map as the framework for implementing the plan’s second phase. This phase includes decommissioning measures, a full Israeli withdrawal, the deployment of an International Stabilization Force and the National Committee for the Administration of Gaza assuming responsibility across the territory.
It also covers the start of early recovery and reconstruction efforts. The ministers called on all parties to meet their commitments without delay.
The eight countries rejected any measures aimed at expelling or forcibly displacing Palestinians or changing the territorial or demographic character of the Occupied Palestinian Territory.
The ministers called for an immediate reversal of measures they said were consolidating Israeli control and annexation, including settlement expansion, land confiscation, the demolition of Palestinian homes, settler violence and forced displacement.
They also expressed concern about actions affecting the historical and legal status of Muslim and Christian holy sites in Jerusalem.
The statement welcomed recent measures taken by the United Kingdom, alongside wider national and European initiatives responding to Israeli settlement activity. These included measures intended to halt trade with Israeli settlements.
The ministers called for further action to stop settlement expansion and ensure accountability for settler violence.
They reaffirmed that Gaza must remain an integral part of the Palestinian territory and said implementation of the Comprehensive Plan should help reunify Gaza with the West Bank, including East Jerusalem.
The statement backed an irreversible path towards Palestinian self-determination and the establishment of a sovereign, viable and independent Palestinian state with East Jerusalem as its capital under a two-state solution.
The ministers highlighted the role of the United States in implementing the plan and called for continued US engagement to ensure all parties meet their commitments and address obstacles affecting the Road Map.
They said concrete results would strengthen the credibility of the Board of Peace and the authority of the plan.
The eight countries reaffirmed their readiness to work with the United States, the Board of Peace, the Palestinian Authority and other parties to implement the plan, ease humanitarian suffering and support a comprehensive regional peace.
