Saudi Arabia Ranks Second Globally in ITU Digital Regulatory Index

RIYADH, December 18 (Saudi Arabia Breaking News) – Saudi Arabia ranked second worldwide in the Digital Regulatory Maturity Index 2025, according to the International Telecommunication Union (ITU), placing behind Germany among 193 countries and remaining in the highest “Leading” category of the global assessment.


The ranking was announced in a press release issued by the Communications, Space and Technology Commission (CST).


CST Acting Governor Eng. Haitham bin Abdulrahman Alohali said the result reflects support from the Kingdom’s leadership, alignment of national digital economy policies with international multi-stakeholder initiatives, and cooperation between public and private sector entities through participatory regulatory frameworks.


He said the Kingdom’s performance was supported by regulatory approaches based on social and economic impact measurement, digital inclusion programmes, policies encouraging innovation across sectors including science, agriculture and finance, and Saudi Arabia’s accession to the Tampere Convention to facilitate telecommunications support during disaster mitigation.


Alohali said achieving the “Leading” maturity level has contributed to the expansion of the digital economy, growth of the telecommunications and technology market, increased competition, investment attraction and the Kingdom’s active role within the ITU.


The CST said the achievement reflects coordinated efforts with multiple government entities, including the National Regulatory Committee, the Ministry of Communications and Information Technology, the Ministry of Health, the Ministry of Education, the Ministry of Economy and Planning, the Ministry of Environment, Water and Agriculture, the Digital Government Authority, the Saudi Central Bank, the Saudi Data and Artificial Intelligence Authority, the Transport General Authority, the General Authority of Media Regulation, the National Cybersecurity Authority, the Saudi Water Authority, the Saudi Electricity Regulatory Authority, the General Authority for Competition and the Consumer Protection Association.
