Saudi Arabia Launches Temporary Hostel Licensing for Pilgrim Accommodations in Makkah and Madinah

Riyadh, October 1, 2025 (Saudi Arabia Breaking News) – The Ministry of Hajj and Umrah announced that licenses for pilgrim accommodations in Makkah and Madinah during the upcoming Hajj season will be issued through a new temporary hostel licensing service, developed in collaboration with the Ministry of Tourism and the Ministry of Municipalities and Housing.


According to the ministry, applicants must use the Nusuk Masar platform to qualify for leasing pilgrim accommodations. Licenses should be obtained through the Ministry of Tourism’s electronic system, in accordance with approved requirements, before the contracting period closes on 13 Sha’ban 1447 AH. The procedure does not apply to hotels holding year-round licenses from the Ministry of Tourism.


Officials said the temporary licensing mechanism is intended to improve service quality by ensuring seasonal licenses meet all regulatory conditions. The system links licensed facilities to the Nusuk platform to enable coordinated bookings, enhance hospitality capacity during Hajj, and ensure a safe and organized experience for pilgrims.
