King Salman chairs Cabinet session approving non-Saudi property ownership rules

JEDDAH, Saudi Arabia, June 23 — The Saudi Cabinet, chaired by Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, approved the implementing regulations of the Law of Real Estate Ownership by Non-Saudis and the geographic areas designated for non-Saudi property ownership.
The decision was among several approvals issued during the Cabinet session held in Jeddah.
The Cabinet also approved a memorandum of understanding on energy cooperation between the Saudi Ministry of Energy and Germany’s Federal Ministry for Economic Affairs and Energy.
It approved labor recruitment agreements with Nepal and Nigeria, a memorandum of understanding with the United States in education and training, and an agreement with Pakistan on air transport services.
Other approvals included cooperation between the Saudi Ministry of Justice and the Supreme Court of Maldives, a memorandum of cooperation with Oman on small and medium-sized enterprises and entrepreneurship, and steps toward agreements with Mauritius and China in the religious, municipal and housing sectors.
At the start of the session, the Cabinet was briefed on phone calls received by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, from Bahrain’s King Hamad bin Isa Al Khalifa and Pakistan’s Prime Minister Muhammad Shehbaz Sharif. It was also briefed on a message received by the Crown Prince from Chechen President Ramzan Kadyrov.
The Cabinet reviewed regional and international developments and reaffirmed Saudi Arabia’s support for efforts to strengthen security and stability in the region and globally, as well as its role in humanitarian assistance.
It also reviewed national development progress and achievements under Saudi Vision 2030 programs and strategies.
The Cabinet commended Saudi Arabia’s progress in the IMD World Competitiveness Yearbook 2026, where the Kingdom ranked 13th globally and third among G20 countries. It also noted Saudi Arabia’s first-place ranking in the Global Cybersecurity Index for the third consecutive year.
The Cabinet further highlighted achievements under the Health Sector Transformation Program and the National Industrial Development and Logistics Program, citing their roles in improving healthcare services, supporting non-oil growth, attracting investment and strengthening economic diversification.
