RIYADH, Sept 30 (Saudi Arabia Breaking News) — Saudi Crown Prince Mohammed bin Salman opened the third year of the Shura Council’s ninth session on behalf of King Salman on Wednesday, delivering the annual Royal Address focused on economic transformation, national security and regional policy.


Performance indicators for Saudi Vision 2030 programs and strategies have reached 93% of their targets after 10 years, while non-oil exports have risen 155% compared with 2016 and the private sector’s contribution to the economy has climbed to 51%, according to the address.


The Public Investment Fund has begun implementing its next five-year strategy, with a focus on building competitive domestic economic ecosystems, expanding partnerships with the private sector and increasing local content. The National Development Fund will continue supporting the development of key sectors through annual financing.


Saudi Arabia has designated 2026 as the “Year of Artificial Intelligence,” with plans to expand AI applications and solutions, raise productivity, improve services and develop Saudi talent.


Education and healthcare remain priorities in the state budget, while investment in human capital is aimed at expanding opportunities for Saudi citizens in the labor market. The address also highlighted continued reforms in the real estate sector aimed at widening housing options and increasing home ownership.


On security, the Crown Prince stressed Saudi Arabia’s capacity to confront threats and described Gulf security and stability as indivisible, with the kingdom continuing to pursue strategic cooperation and economic integration with fellow Gulf Cooperation Council states.


The address also announced the establishment of the “Mecca Defense Alliance” between Saudi Arabia, Türkiye and Pakistan as part of regional security and stability efforts.


Saudi Arabia will continue supporting global energy security by maintaining oil supplies to international markets despite regional tensions. The kingdom has also launched a multinational maritime defense alliance aimed at strengthening maritime security and protecting shared interests in international waterways.


On Palestine, the Crown Prince condemned continued Israeli attacks in Gaza and violations at Al-Aqsa Mosque, while reaffirming Saudi Arabia’s support for Palestinian rights, including the establishment of an independent state in accordance with international frameworks.


The address reaffirmed Saudi support for Yemen’s internationally recognized government and for Sudan’s unity, stability and legitimate state institutions.


Saudi Arabia will continue efforts to reduce regional escalation and support diplomatic solutions while maintaining its readiness to respond firmly to threats or attacks targeting the kingdom’s security.
