EU to Discuss Training 3,000 Palestinian Police Officers for Possible Deployment in Gaza

BRUSSELS, November 14, 2025 (Saudi Arabia Breaking News) –
European Union foreign ministers will discuss a proposal next week for the bloc to lead a programme to train 3,000 Palestinian police officers from Gaza, according to an EU document seen by Reuters.
The plan will be reviewed during the ministers’ meeting on November 20, as part of potential European contributions to the implementation of the 20-point Gaza plan proposed by U.S. President Donald Trump.
Israel and Hamas agreed in October to the first phase of the U.S. plan, but the implementation of subsequent stages remains uncertain.
According to the document, drafted by the European External Action Service, the EU could expand its two existing civilian missions in the region: the border assistance mission and the policing and justice support mission for the Palestinian Authority.
The policing mission could “take leadership in training the Palestinian police force in Gaza by providing direct training and support to approximately 3,000 Palestinian police officers on the PA payroll, with a view to training the full 13,000-member force,” the document states.
The paper also suggests the possibility of expanding the EU border monitoring mission in Rafah to additional crossing points.
However, the prospects for the EU advancing these initiatives remain uncertain. On Thursday, Russia submitted its own draft U.N. Security Council resolution on Gaza, challenging a separate U.S. effort to secure support for President Trump’s plan.
