Saudi Arabia Imposes SAR100,000 Fine for Violating Hajj Permit Regulations

Riyadh, May 23 (Saudi Arabia Breaking News) — The Ministry of Interior announced on Friday that individuals who apply for visit visas on behalf of persons intending to perform Hajj without official permits—or who attempt to enter or remain in Makkah and the holy sites without authorization between Dhu Al-Qi’dah 1 and Dhu Al-Hijjah 14, 1446 AH—will face a fine of up to SAR100,000.
The ministry added that the fine would be multiplied by the number of individuals for whom the visit visas were issued and who are found in violation of these Hajj entry regulations.
Authorities urged all residents and visitors to strictly adhere to Hajj laws and regulations, emphasizing that these measures are essential to maintaining the safety, security, and orderly conduct of the pilgrimage.
“Compliance with the Hajj permit system helps ensure that pilgrims can perform their religious rituals in safety and with dignity,” the ministry stated.
The Ministry of Interior also encouraged the public to report any violations. In Makkah, Madinah, Riyadh, and the Eastern Province, violations can be reported via 911, and through 999 in the rest of the Kingdom.
The enforcement effort is part of broader national preparations to manage the annual pilgrimage and safeguard the sanctity and capacity of the holy sites.
