Riyadh, August 2 (Saudi Arabia Breaking News) – As part of its broader strategy to position the Kingdom as a leading global destination for marine tourism, Saudi Arabia’s Red Sea Authority has introduced a comprehensive regulatory framework aimed at supporting the development of the recreational yachting sector.


The new regulations apply to Saudi-registered yachts, foreign-flagged vessels, and chartered megayachts, and are designed to create a safe, sustainable, and investor-friendly maritime environment. The framework outlines the responsibilities of key stakeholders, including yacht owners, cruise agents, charter operators, port authorities, captains, and crew members.


The framework simplifies licensing and permit procedures to boost investor confidence and aligns with national efforts to modernize the Kingdom’s maritime regulatory landscape.


Maritime safety is a central component of the new rules, which require all yachts—whether local, foreign, or chartered—to meet strict safety standards. Provisions include mandatory onboard rescue, firefighting, and communications equipment, as well as the implementation of emergency response plans and ongoing crew training.


Environmental protection is also prioritized. The framework mandates compliance with the International Convention for the Prevention of Pollution from Ships (MARPOL) and enforces prohibitions on the discharge of waste, ballast water, and harmful substances into the Red Sea. Yacht operators must implement marine waste management plans, limit plastic use, and adhere to sustainability protocols to protect coral reefs and marine habitats.


In addition, the regulations address passenger experience, setting standards for onboard comfort, accessibility, and marine activities. Requirements include inclusive services for persons with disabilities, the elderly, and children, along with guidelines for spatial planning and safety enhancements.


According to the Red Sea Authority, the introduction of the framework represents a major milestone in regulating and advancing Saudi Arabia’s yacht tourism sector, combining regulatory oversight with environmental stewardship and investment facilitation.
